T17 exclusive mod "Players have #% reduced Maximum total X Recovery per second from Leech" bug

As the title states the T17 exclusive mod "Players have #% reduced Maximum total Life, Mana and Energy Shield Recovery per second from Leech" (most likely) stops my mana regen to work completely. Life and ES regen still work for some reason. There is nothing here that should prevent my mana otherwise to regenerate here naturally. The tooltip even states that I still have some mana regen. As you can see I am sitting on 3 mana and it does not go up.

Some more data:

Life regen per second: 259
Mana Regen per second: 16.8
ES recharge per second: 98.3

Life leech per second: -129.5
Mana leech per second: -21.12
ES leech per second: -3.25

Only my mana regens' value does not make up for what I can "leech", maybe this is causing the problem here?
