Gloom Wings have what looks like UV meshes behind them

Someone (Roz_LS) in the same town as me has the Gloom Wings MTX equipped and I can see what looks like UV meshes moving with the wings, with noise patterns flowing across them. I couldn't find any cosmetics that intentionally look like this that it could be. I'm using DirectX11 and an AMD Radeon RX 5700; let me know if you need to know more detailed graphics settings.
