Immortal Call Not Using Endurance Charges - No Min Charges

I can't for the life of me figure out why my IC paried with CWDT and more duration support does not consume my endurance charges. I don't have anything giving me minimum charges, I'm always at zero unless fighting, while fighting I am almost always topped off at 7, but I have watched my IC go off, lasts 1.49s only to see the 7 EC sitting there counting down too.

Any ideas? This is for my character GlacierSnowman.

Edit Nevermind, apparently it does work and increases the duration, just thought it would be longer and with Unflinching I was being topped off frequently so I thought the charges were not being consumed.
