Rog small bug

Probably known, Rog crafting option incorrectly choosing tier 1 life as one of the lowest modifiers to remove.

It's misleading, but works as designed. It says levels and not tier. T1 life has a level requirement of level 54. For comparison, T3 armor is 56, T4 ES is 59, etc.
