Vaal impurity does nothing?

Using any vaal impurity skill does not grant any benefits, and the aura icon does not show up in the buff bar. This is extremely dissapointing and ruined my build, and its actually absurd that this seems to have been broken since june as per this thread:

Can this please be fixed? I've hardly seen a more egregious and unaddressed bug in my several years of playing. The skill just does nothing?
