Ruthless Elementalist - Shaper of Storms Ascendancy not functioning

Hi,

None of my damage can shock even with the garunteed 10% shock ascendancy, I checked for any conflicting passives but have not found anything.

Not only that, the tooltip is suspiciously a different format compared to Shaper of Flames/Winter ascendancies.
