How to 30% quality

Hi,
I have a fractured blue item and I want to 30% quality it without corrupting it since I want to further craft it. What are my options? Hillock? I know there used to be a perfect fossil, but that is now gone unfortunately :/ thanks for help! Last bumped on Sep 2, 2024, 12:58:17 AM

As far as I'm aware the only way to get weapons or amour above 20% quality since this league is dropping it with the high quality.
Hillock, beastcraft and perfect fossil have been changed to different things and tainted whetstones/scraps have been nerfed to 20% qual max |

Ground loot or trade. They are very rare.
