Bandit Lord spawn requirements

So what are some concrete rules on him spawning? Minimium tier of maps? Minimium map devices running? Pot luck?

Fully upgraded town and so many black knights and pirates but not a single bandit lord and im using the map runners.

Haven't spawned one myself yet, but im only running one map device and only doing t 11-12 maps, higher maps might have something to do with it unlike the pirate from shipping, or even constantly running 3 map devices. I've probably only done about 200 maps with the runners but it seems more rare than the other bosses which i'm running into regularly.

I have done about 300+ T14's as they are the req for the challenge still did not get Sasan.

No idea, if he is tied to higher tier maps... A friend of mine ran few T17's and still he did not spawn.

I did the challenge with 200 rare tier 14 or higher map completions using only tier 14's and never saw him once.

I've found him with tier 16 rare maps (doesn't have to be corrupted). I have all three map devices running. I've seen each one hijacked, so it doesn't have to be a specific map device. Once he showed up when I had only two of the three running.

My map runners are 9's and 10's. I gave them maps with completion rates of 75-100 with 1% death risk.

RNG, tier 16's, rares work for sure.

I ended up spawning it a couple of times on high level maps. Can't recall exactly what level, but it wasn't 17, somewhere 14-16. I don't think I had a large amount mods on the maps I was running, because map runners aren't that high level.
