Finding Ultimatum Scarab in Maps with Servant of Order Atlas Passive is allocated

I have the Atlas Passive Servant of Order allocated which states

"Your Maps have no chance to contain Ultimatum Encounters
Scarab found in your maps cannot be ultimatum scarabs
Your Maps have +2% chance to contain other Extra content that can be turned off through Atlas Passives"

However, I found an Ultimatum scarab drop inside the "Pit of Chimera Map", this scarab was dropped off a monster in the Arena

Edit 2: While having "Ominous Silence" and "loved by the sun" allocated, scarab Blight chests had dropped "Abyss Scarab" and "Delirium of Delusions" scarabs drop. (not sure if blight chests in "lair of the Hydra" is suppose to bypass these atlas Passives)

Edit 3: "Delirium Scarab of Paranoia" dropped from a map boss (might have been a boss that maven brought in from "destructive Play") while having Ominous Silence allocated. (I Also have "Chittering Champions" atlas Passive allocated)

Same here. I hate Ultimatum so "Servant of Order" is my first goal on the Atlas passive tree. And yet here i am in white map (Plateau) when who should show its ugly face but the Trialmaster.

As i try to remember what scarabs i used, it dawns on me. This is a Kirac mission. No scarabs. Atlas passives have no effect. The servant of Chaos laughs in my general direction.
