Rage vortex of berserking interatction with min rage

I was excited to try out a few interactions using the new min rage anoint with RV of berserking to make my ragestorm be permanent. I was surprised to find that the vortex times out on reaching minimum rage when the gem says it will end when you run out of rage. I'm not sure if this intended or not because only having 8 rage is a large drawback for most builds intending to use rage and was hoping to get clarification on the intended interaction. Thanks!
