Cheapest in terms of ingame currency is likely to send lots of small shipments to Riben Fell. There is a chance to get a Power Rune directly as a return. And there is a chance to get the Admiral who can drop them also.
Whether this is time efficient in trade league I dont know though.

I did 2 weeks of mini riben fell shipments and didn't even get a time rune, probably one pirate in that time and sadly he didn't drop any either.

All my power runes did come from said pirate however so I was just sticking to whatever i thought would give the most chances for him to spawn which is spamming to Riben Fell.

Basically the odds are shit but its slightly less shit, i'd either spam mini shipments or save up for a godzilla don't do anything in between.

My "mini" shipments are usually ~30k(+3k dust) value.

I got 2 or 3 power runes from bosses, but did not send that many shipments/used mappers to trigger the boss fights more often. For Black Knight you don't need to do any town maintenance, but it's kinda' rare to find him. Probably it's faster to find a divine altar and buy the runes.
