Make "Mater Surgeon" allow to use any life flask even on full life ?

At the moment, this does not seem to change the fact that life flasks that do not have any other effect (such as removing an ailment if affected by it) cannot be used while on full life.

It would be nice if the Pathfinder "master's surgeon" keystone could change that so that any life flask could be used at any time, to benefit from its effect for the whole duration without needing to have lost life beforehand.
