Better and cheaper settler reroll

I think that the current reroll for settlers is way too expensive compared to what rank the settler's are. I maxed out the town recruitment, but i still get rank 1 and 2 settlers more often then rank 7/8//9/10. Shouldnt the higher rank settler's be more common the higher you upgrade you town?

Agree.. you end up wasting so much gold on refreshes without hitting any high rank workers. Feels very frustrating. Having recruitment office maxed and still getting rolls that have rank V as highest seems stupid.
