ascendant doesn't give frenzy charge with deadeye ascendancy

As what titles says, the ascendant node for deadeye is "Gain a Frenzy Charge every 3 seconds while Moving" but I do not get any Frenzy Charge while moving.

I'm having similar issue where it it's taking varying amounts of time moving to generate charges. Sometimes 5 seconds, sometimes 15 seconds, sometimes 20 seconds.

I am having the same issue. Even after moving for a continuous 3 seconds + it sometimes does not trigger and give any Frenzy Charges.
