Escalation notable doesn't work with Infernal Cry

Other warcries cause an obvious damage ramp-up over 6 seconds, but Infernal Cry doesn't. It works with all other warcries, including Vengeful Cry, aside from Rallying Cry, which I couldn't test because it applies the buff to allies.
