Town Improvements wont stay open on controller (pc)

In Kingsmarch in the Tavern, I click A for town improvements and it disappears in under a second.

Seems to be caused by having anything else select-able in radius when you go to open the upgrade prompt: it will auto-select that other object and pull you off the upgrade menu. Video below showcasing this behavior.

it seems like the menus don't take over the screen, when you move they also automatically close. How can this stuff get past testing? Especially when there is an entire console version that only has gamepad.
