T17 not 20% quality

Dropped a T17 map but not 20% quality. Is this a known issue?

There's 2720 T17's on trade with 1-19% quality but trade search limit is over 10k with 20% quality. It probably depends on how the map dropped that converted to T17. IE if it drops with quality then converts it retains that quality instead of going to 20%?
Not sure if intentional or not. |
