Harvest With 0 Blue Tier Seeds

While doing Harvest with Crop Rotation, it happened twice to Upgrade the tier of Yellow Seed that had 1 tier 3 plant, to have 1 Tier 4 plant.
After upgrading, the Tier 3 plant has 0xVivid Vulture.

Is this intended? Cause it never happened to me before, and i couldn't find any post about this issue.

Also, didn't test it if happens with other colours, since i am primarily farming yellow seeds
