*Seasonal Only* Challenge's Public tab

More incentive to complete challenge's upto x or y in order
to acquire 1 seasonal only public tab

BUT once the league ended it would become a '' remove only tab '' in standard thus not being a permanent tab that they could own it would only be league specific.

For new players / players with limited funds this would allow them to sell items they have stored up easily while also incentive's them to invest and buy a premium tabs for there account if they choose to.
