T17 maps in 3.25

Decouple them from both the atlas and scarab systems, make them their own thing like invitations/valdo maps, maybe adjust bosses to be a little harder. This will fix the abuse juicing cases happening in t17 this league, shift loot back into t16s and make running them more worthwhille, and focus t17 on what they actually supposed to be - mini bosses that drop fragments for the ubers.
