Syndicate Allflame possible bug

I may be making a misconception here and consequently posting wrongly, apologies if that's the case.

The content restriction nodes on the atlas tree limit also the scarabs dropped in map, right? I mean, that's what I get from "Scarabs found in your Maps cannot be X Scarabs" It'd be like saying "Natural Inhabitants can't drop X scarabs" or any other phrasing that fits the logic, then allflames substitute natural inhabitants and should be mostly governed by the same rules but the mobs from Syndicate Allflames still drop any scarab at random regardless of restriction. Is this a legitimately defective interaction or a misinterpretation on my part?
