Visual Bug | Visual Clutter | Visual Artifacts / Artefacts

I have a visual bug. I run the game on steam. I tried verify integrity of game files and nothing changed. Tried to browse for packcheck.exe in local files and it is not there.

I don't know what to do, please help me.

Update: I fixed the Issue and here are the steps,

-Turn off dynamic culling from setting then restart the game.
-If that did not work, then turn off dynamic culling after that switch Renderer from DirectX12 to DirectX11. Restart the game, log in with your character then you can switch it back to DirectX12.
