Having trouble to join hosts on moscow server

This happens every time if host logged on moscow server. Simple getting error "Failed to connect to instance". Also, can't load the game on this server.

Talked to one guy who plays on moscow server, and he told that like 1 in 10 can't join his instance. A fairly common problem, it seems.
