can only be crafted, not unveiled. See the Unveil % N/A.

The damage mod is Leo's signature modifier. It can only be unveiled if the veiled mod on the item (viewable by holding Alt over it) is "Leo's" rather than "Chosen", which can only happen if the belt was dropped by Leo in the first place.
