Harvest Enchant - Global or Local?

Is the Harvest Enchant "Quality does not increase Physical Damage
1% increased Critical Strike Chance per 4% Quality" Global or Local?

Local.

Most of them are local unless they don't make sense in a local context like "dexterity".

I had seen some spellcasters use the enchants, which is why I wasn't sure.

If they are only local then I guess it was a mistake on their part?

I also just found this old thread on reddit that says the opposite? Or is it specific to the ele enchant?

Ohh wait, I think think I get it.

If the enchant says "has", it means its local.
If the enchant says "grants" it means its global.

That seems like a good way of putting it and seems accurate, I never actually noticed this.

And yes, 'elemental damage' is global.
