Choir of Storm - Lightning Bolt question

I am really enjoying my Saboteur Tornado build with Lightning Bolt.

I need to upgrade my weapon and I am not sure what can buff Lightning Bolt damage.

1. On my scepter (or other equipment and passives), does the following buff Lightning Bolt damage?
+Added Damage To Spell (I read LB has 440% added effectiveness?)
+Spell % increase
+Critical chance
+Critical damage
+Double damage chance
+Increased Lightning Damage %

2. It has 0.5 cool down and Sabo has 30% CD. Does this help much? Do I need like over 40% CD to get 3 hits in a ssecond?


3. Scepter implicit "-6% Elemental Penetration". Does this apply to spell as well or just attacks?

Lightning Bolt is a spell, so everything that applies to spells applies to it

added damage to spells will work

spell % inc will work

local critical chance won't work, but critical strike chance for spells will work

global crit multi and spell crit multi will work, so will crit multi for lightning skills

double damage works

inc lightning damage works

yes, cdr helps with it

elemental penetration implicit is global, so it'll work
