Cannot interact with fleet orders (Finding for Fidium heist story contact)

So main target here is record book on the table. And I can't reach it. Tried from different angles, used quartz flask, tried to dash around. Nothing helps, it's unreachable. So I can't complete this mission.
Could you finally deal with heist bugs? It worked smoothly before but now it's more and more buggy.
