Poor frames (and Dynamic Resolution is Grainy). Temporarily fixed by resetting graphics drivers?

As described in the title, whenever I load PoE with dynamic resolution the game is horribly grainy (which has never happened before). Disabling dynamic resolution still has my FPS sitting incredibly low (typically 60-100fps, now stuck at 20-40 regardless of if im doing anything). I noticed this recently in Necropolis after downloading the most recent Nvidia GPU update.

The only thing that seems to temporarily fix it for a gaming session is to either reinstall nvidia drivers, or go into device manager and disable/re-enable. This works for exactly 1 time the application is run. The next time I try to run PoE same problem again.

I've tried going to the previous Nvidia Drivers, and that does not seem to work. This FPS problem is only present in PoE, not in other games. Anyone have any ideas for solving this?
