Frequent Lag Spikes

Getting frequent lag spikes of up to 3000ms every 20seconds or so, making the game quite unplayable.

Lag dose not start and end at the server, it has many sources and YOU are supposed to diagnose it as the OP has done. " How do you figure it's not a router problem? Unless you have removed lines from the test it clearly shows that the issues start there with 4k ms lag spikes " If i were you, i'd be unplugging the power to the router and leaving it off for several minutes before plugging it back in, also if you are wifi you should test a wired connection.
