Infinite latancy problem

I found this problem in 2.23 patch an this still happens. I'm having latency problem when i minimize window in fullscreen \ fullscreen windowed that happens or when i'm playing windowed mode and change focus from game to browser or other program. After i return to game window latency start going up to infinite number. Than i could close the game and restart it to fix problem or wait 5 min and all animations in game will run quickly (all animations what i didn't see because of lag) and everything will run normaly until new lag.


This problem could happen 5 times in day or 40 times. It's randomly. Sometimes i could play 6 hours without it.

I was trying different settings in game but nothing helped me.
