Cannot Hit Enemies With Evade Chance Necro Mod With Shield Crush

The Necropolis mod that gives packs a chance to evade attack hits makes it impossible to hit them with shield crush. I have 100% chance to hit and the enemy has 50% chance to evade from necropolis. No other modifiers that would cause them to evade more than that. I cannot hit them once with shield crush, but testing any other attack skill I can hit them.

Bumping this, they have a ridiculous amount of evasion, nowhere near 50 or 75%
