Harvest Scarab of Cornucopia issue

Harvest scarab of Cornucopia prefers to Stack Tier 4 seeds on the same plot pairs rather than spreading them out when it is possible. This causes you to lose a T4 seed more often than not. Is this intended design? It severely limits the value/viability of this Scarab. Can this be changed to where the seeds are spread out unless it is not possible to spread them?

I noticed the same issue.
100% of the times, seems like a bug
