1 stacked deck once in 50 rerolls, is this bug or just nerf after patch?

getting fewer in heist, but still getting decent amounts in heist!

Seems like a huge nerf indeed. Gotta love it when they hit the game with "drop adjustments" without mentioning how badly the gut the mechanic. The stacked decks already got hit with having a lot of the boss drops removed.

I've found a grand total of 7 stacked decks so far just randomly out in the world. I'm level 90.
By this time in previous leagues I'd have found at least a 2-3 dozen of them. |
