100% Niko Spawn Chance Not Working

I've allocated enough points in my Necropolis Atlas passive tree to get 100% Niko spawn rate (show stats states: Your Maps contain Niko) however he never spawns now that I've gotten it to that level.

I've confirmed on maps that are not kirac missions/maps. I've tested with my maps from my stash and rolled them to complete more atlas progression but he doesn't spawn.

Back to basics was a Keystone that was removed from the atlas passive tree.

Check that you have either 100% for Niko to spawn, or are using the correct scarabs.. etc. I would actually make a new post somewhere instead of necro-ing someone else post from an older league which doesn't have relevant context.
