Stealth Tattoo nerf on PRE USED stats

The patch notes mentioned nerfs for tattoos, but what WASNT mentioned was the ones already used on our skill trees also ended up being nerfed / changed

They changed how tatoos work, not the item. The line on an item is just text that tells you what the tatoo does, what they changed is effect on the passive tree.
