Map QoL

BLUF:
Blight maps don't work like normal maps in game.

1. Can we get harbinger and horizon orbs to work on blight maps (or get some drop from blight that gives other orbs that perform this function)?
2. Can we trade in 3x blighted maps for 1 of a higher tier?

Or can someone explain why this shouldn't be in the game?

I searched and found some responses to similar questions, but nothing that clearly stated why we don't have these features / Why they shouldn't be in the game. If there's something I missed, please link.
