Is Atziri bugged? (missing mortal fragment)

I have about 10 of each of the Mortal fragments except the bottom left one. I haven't had this experience before. Is is bugged? The same bottom left fragment is missing for my Elder, and I can't see him even a month into the season.

I am aware about the Harvest craft, just curious if something happened to the drop rate of the Mortal fragment and the Purifier map.

P.S. Once regular Atziri dropped no fragment at all.

Doubtful it's bugged; most likely just bad luck. I would hope it's not some item filter issue.
