Top row of flask tab is unusable with controller

Description:
The top row of the flask tab is not visible on controller because the pane always scrolls to the bottom when the player navigates to the top row, so the cursor is off-screen and the player is unable to view the top row of items in the pane. The current selected item tooltip does appear to the left of the stash, and changes when the cursor is moved left and right, but the player cannot see the cursor while doing so, since the cursor not shown on the screen because the pane is scrolled all the way to the bottom, and the cursor is in the top row.
The only way to view the entire top row is to navigate to the top row with the controller, causing the pane to scroll all the way to the bottom, then use a mouse to manually drag the scrollbar of the pane back up to the top. After which, when navigating to the right or left with the controller to another item in the top row, the pane immediately scrolls to the bottom again.

Reproduction steps:

Prerequisites:
- Use a controller on Windows Path of Exile (3.23).
- Have an account that owns the flask stash tab.
- Fill the flask stash tab up enough with flasks so that there are at least 9 rows of flasks visible.

1) Open the flask stash tab with your controller.
2) Navigate your cursor to the contents of the flask stash tab, then navigate up to the top row.

Expected behavior:
The player should be able to view the flasks in the top row of the flask stash tab when navigating up to it with the left stick of the controller from the row one below the top row.

Actual behavior:
The top row of items is not visible because the pane immediately scrolled to the bottom when the cursor moved to the top row. However, the cursor is still in the top row, which is invisible unless the pane is scrolled to the top with a mouse.
