Heist engineering

Is it just me and an incredibly odd struck of luck, or is everyone unable to find aanything with engineering level 1? I have buckets of contracts for engineering 2-3, and all of my rogues are basically leveled up entireely in everything else, but I cannot do any of those engineering contracts because I can't find anything level 1 so I can finally do the level 2 ones...
