Spiking and lagging? Is it normal?

CPU - r5 3600 clocked on 4200 mghz
GPU - gigabyte 3080
RAM - 48g 2x8 2x16 3200mghz

Also in heist in the town is constant flicker and screen "rapture" as if i can say it that way..

GGG broke the game and now we are waiting for them to fix it, I have the same thing and many other players too, it's not about the hardware, 5-12 fps on maps
