Game unplayable for two days. Low ms but stuttering alot.

For the last two days PoE is unplayable for me.

I have 6ms ingame but I'm getting so much stuttering that it feels like 500+. Basically instead moving I see my character stopping every 3 steps.
I just die to everything because I can't even use skills properly.

I'm on 300 Mbps connected via cable. I tried to restart routter, PC, nothing works. I don't have problems with other games.
I read the MRT FAQ and I'm posting link to pastebin below but I have no idea how to read it.

What can cause the issue? How to Fix it?
