200+ ping on Singapore server in some instances

My ping is usually very good on Singapore server, less than 50 consistently. But recently since this league, some instances I enter just spike up to 200+ and stays above that level. Pastebin above shows the WINMTR I did. This is clearly server-side issue, right? Not on my end? Looking to see if other Singapore server connectors are facing same issue.

Yes im experiencing 200+ latency as well. Server's been unstable and many threads were opened up on this issue with no solution to it.
