Consistent Latency Spikes on one device on network. winMTR in Post

Background:

I play PoE on my PC and my laptop. I never have any connection problems on my PC, which is also wirelessly connected. On my laptop, I will get consistent latency spikes, upwards of 5000ms every couple of minutes.

The game essentially just freezes for a few seconds, then goes really fast to catch up. This only happens on my laptop, and is not all the time. However, it is often enough that it is wildly frustrating.

I suppose I should add that the lag spike did occur during the winMTR run at least twice.
