Cant get the eater of worlds map device influence to spawn.[Resolved]

Hello I've been running T-5-7's and cant get the npc to spawn in my maps to get the influence. I'm up to 106/115 on atlas completion, and have done some maven and completed the exarch questline, but have not seen hide nor hair of the eater influence map device item. Is my game bugged or something? Thank you for any help in advance.

That ended up working thanks. Ran Maven all the way up to T14s because I thought that was the problem but I think I needed to progress exarch to T10s and that fixed it.
