Very disorienting controller interaction with top of gem stash tab

When using a controller, scrolling to my topmost section of gems in the Gem Stash Tab will cause the scrollbar to get pushed all the way down, which can make it so I can't even see the top section.

This is quite disorienting and makes the gem tab unwieldy to use on a controller. I've been using a controller for a couple hundred hours now, and the issue happens 100% of the time while using it. I have to swap to mouse and keyboard input to properly browse some of my gems.

I'm on Windows 10 Pro 64-bit and playing the game through Steam. I have a GeForce RTX 2080 Ti and I play on 1920x1080 in Borderless Window mode.
