Long loading screen and video freeze on second montor

Since 3.23 i have the problem that my loading screens take for ever. Doesnt matter from town to hideout, hideout to hideout or maps that i've already loaded.
And everytime the loading screen starts Youtube on my second monitor freezes for like 5 seconds but the sound is remaining.
