constant latency spikes

i worked with my isp to make sure the issue wasnt on my end
i followed the forum instructions for getting poe ip to ping but it says that the ip is wrong or doesnt exist, not much else i can do about that, i tried multiple times to be sure i was doing it correctly. for some reason the ip in the logs just doesnt work.
lastly in the logs i found multiple error i wont post the numbers because i dont know what would like to my computer but the error all say
warn client 9004 failed to create effect graph node id 3488310295 node type does not exist

after whatever was going on at GGG that caused their site to be down my latency issues have been resolved for the last 3 days, heres hoping
