gemcutter prism and lvl 20 gem to lvl 1 20 % quality gem vendor recipe doesn't work

Hello to everyone,
I’ve experienced recently the issue that I’m not able to use the recipe to create a 20% quality gem with a gemcutter prism and a lvl 20 gem. Is it a bug or is there a specific reason as to why the following gems cannot be sold with the prism to vendors to gain the 20% quality gem sold at lvl 1. I've experienced this issue with the following gems: 1. toxic rain 2. caustic arrow 3. malevolence 4. summon skitterbots Here’s also the screenshot of one such attempt in the moment I tried to sell them: https://imgur.com/a/bFr8tI0  Thank you. Check patch notes for Affliction.
https://www.pathofexile.com/forum/view-thread/3451455#transfiguredgems -The vendor recipe for turning a Level 20 Gem into a 20% Quality Level 1 version of that Gem no longer works with Skill Gems, as the benefit Quality provides to damage dealing Skills is now more powerful. You can add quality to your gems by running the Labyrinths.
