Stuterring/Freezing/Shader Maxing out/Temps going up

so basically ever since i got my new pc (3.22 already) im having insane stutter and fps drops in POE, game worked on my low end pc way better than it is now so it has to be something wrong with settings or something. I optimized my pc to play BDO a heavy cpu use game so maybe some of the settings are not working for poe here. I tried all different rendering engines, different settings between default and the lowest ones... tried deleting shader folders, updating drivers, disabled SMT and adjusted affinities for poe, been told my VRAM showing N/A means my gpu is faulty but it does show when i chose Vulkan engine (screenshot below) issues it seems that mostly occurs after loading screens, my fps just dies and fans start going crazy. im also using freesync through my monitor but i tried with and without and the same issue is there. theres some slight flickering on my screen that isnt there on the video so thought it could cause the issue but it doesnt. has to be something different that i cant come up with, i beg for help :D
