Video in browser become choppy with PoE in focus

This has like never happened before with PoE after playing it for this many years but since the start of this league as long as I have poe in focus the video in my bowser become extremely choppy. Then moment I tab out of poe its completely fine. I tried lowering setting, going full screen, chaning between directx11, 12, and vulkan but nothing seem to work. Anyone got any ideas? Thanks!

This seem to be an old issues that existed before but all the old fixes I could find did not work.
